The CBP officers were kind enough to do their part of the Nexus interview at US customs area. My wife was doing her Global Entry interview at the same time with different officer.
The CBP officers are pretty friendly and even cracked a few jokes with me. The CBP officers couldn't give the approval on the spot and mentioned that it'll take a few days for their decision to be made.

The question is, if I have my CBP portion approved, could I get Global Entry and TSA Precheck before getting approval from CBSA?
I'm not sure of the answer to your question -- but I thought the airport tw-step process required the CBSA portion to be done first. Have you done both interviews? Ity would seem from the above that you have not. The press release on the new process stated, "The CBP interview can occur only after the CBSA portion of the interview has been completed and the information has been shared with CBP." Do tell!
