I don't think EU261 applies because you turned an involuntary rebooking into a voluntary one, plus you arrived at your final destination (FCO) ahead of time, whereas EU261 covers arrivals with a delay.

You could theoretically try to claim expenses related to the change in dates (such as the first hotel night in Rome), but knowing TAP, it's a very long shot and probably not worth the time & effort.
