On the other hand, over at Amex I've tried to initiate partial disputes (e.g. demanding a partial refund for a coupon that was unusable) and they've thrown the whole thing out (to my surprise and confusion). Which...if a hotel were to lose a few thousand dollars over a resort fee, I think a bunch of us would just about die laughing.
