Based on the information in this thread, (which I'd have named "NEXUS enrollment on departure") I'd allow an extra hour. CBP says to try to have your appointment at times they are not busy (suggestions linked to in the first post in that thread) but we had no choice in flight time as there is only

, we'll be testing what happens when one tries this outside of recommended hours. But we're not getting to YYZ super early just for this. If it doesn't work out we'll just try again in a couple of weeks.
