Mathematically, it is a 33% increase in flights for someone buying a 6-flight pass, so I can see why it can be an issue.
The pass isn't exactly the most economical especially if your end point isn't Athens (for the international pass). In the low season it's better to buy cash fares if you're just transiting rather than paying the tax (which wasn't there when it was first launched) + the fare from ATH to final destination — two of my journeys ended up with me going for full cash fares, to the point I've barely used up all 6 of my pass tickets in 1 year
