I don’t think the suggestion is all that dramatic. Some aircraft have a limited number of lavatories and having one out of service can place a burden on customers. Modifying the rule to allow for the door of an affected lavatory to be opened slightly or require the crew to check the lavatory in between customer uses is a perfectly reasonable suggestion to keep it in service while addressing the safety concerns of an inoperable smoke detector.
