An Old Picture of Odaiba

I am going through old 35 mm pictures and scanning negatives to save digitally. I came across a picture of Odaiba.

On the right of the picture Hilton Odaiba and Grand Nikko Daiba are under construction. I know I took this picture, but I do not recall when this picture was taken. I did little research on the Internet and I think this picture was taken during mid '90s.

Grand Nikko Daiba, the hotel closer, opened on June 1, 1998 as Le Meridien Grand Pacific Tokyo and rebranded as a Nikko hotel on July 2016. Hilton Odaiba, the hotel closer to the bay, opened on March 12, 1996 as Hotel Nikko Tokyo and rebranded as a Hilton hotel on October 2015. I suspect the picture was taken in "94 or '95.

Where this picture was taken from? I think this picture was taken at the Museum of Maritime Science {the ship shape building still remains but the museum itself is closed today). The Museum of Maritime Science was built by profit from boat racing (legal gambling in Japan). Besides an odd shape building, this building was the first building completed in Odaiba.
