That's a very short-sighted approach. An individual traveller will be able to assess factors that might make them uncomfortable with MCT connections which are fully legal, and in fact would be easily possible for majority of passengers.
The question was perhaps short-sighted too then; no such mitigating factors were mentioned, so I saw no reason to deviate from the airport's/airline's estimate at the necessary overhead.
