When booking last year with the 2-for-1 benefit, I was clearly told that any changes need to be done for both. In my case this was no issue since we had 4 LH vouchers.
Nevertheless we don‘t know if this is enforced by the system or if the CS agent needs to be knowledgeable enough.
At least it's not enforced by the system because I did exactly this. I also thought that you can't split the reservation in this case. I even said that to the CS agent but he told me it's possible and did it. I did make sure to first pick a nice seat for my friend who has to stay in economy.
