best: the bags were already coming out on the belt when arriving from immigration (with Global Entry)
worst: a 45-minute wait.
I`d say that ever since I got Global Entry in 2013 I averaged 25 minutes between exiting the aircraft and arriving at the pet relief area outside on the T8 departures level that were spent with Immigration, bag retrieval, agricultural inspection/customs and then bag recheck.
