Taiwanese passengers are extremely demanding. In the 90s, if they had problems at the outstations, they would refuse to deplane once they get to TPE. So the instruction for the outstations was "do whatever to make sure they are happy and don't occupy the plane when they get back to TW"

So are you blaming the passengers for what happened at NRT by that last part? I am not sure what you are trying to express when you are only telling the story from K Chang and Starlux's side.
I don't understand how JX 803 cancellation had anything to do with the NRT ground staff unless you are saying they took too long to off the mechanical lights? Mechanicals were not the only thing that caused the delay. You essentially left out the part where they merged part of JX 801 passenger to JX 803, which caused everything had to be re-printed, re-tagged, seats re-assigned in different groups (cause JX 801 have no meal), bags pulled and replaced (some passengers took CI/JL because the travel agencies got ok'ed). Then, by the time everything is done and ready, they hit the NRT traffic time. The crew had to be out and they were more than 10th in the line, they would not make it.
Starlux told the passengers new staff were planed from TSA to HND (CI 220 to arrive HND at around 2205 and then bus over to NRT) and asked the passengers to board and wait for new crew. You think NRT staff would make such a decision? Why board when you are likely not going to get a crew in-time for the curfew?

No. Passengers were asked to board the plane even though the current set of crew would not be flying. They were asked to wait for the next set of crew coming from Taiwan.
The passengers were kept in the plane from around 1950-0130 JST. They were offloaded by then and had to sleep in the sterile area (by the time they claimed the bedding and etc, it's around 0230-0330). Nothing was ready or set and were told maybe they can leave by 0600 JST.
A full refund of the ticket will be offerred.
No food available when deplaned. No food available when wake up in the morning. No food available when it's noon. NRT staff told the passengers to help yourself. Ramen shop did not open till 1230 and most passengers had to eat their omiyage purchased at the duty free store the day before.
