Okay I got it it and the issue is PAY NOW and it is bit cheaper than PAY LATER. However, the problem with PAY NOW is $50 to $150 Cancellation fee or no refund for no show. PAY LATER is only about $60 more expensive for 8 days rental and says free cancel, however if I add my card detail to pay now to secure the car, then the same $50 to $150 cancel fee applies.
