QR has some opaque rules for some things like lounge access in Doha, but for the STPC they have really clear rules, listing conditions for each fare code, with examples of eligibility and ineligibility clearly spelled out in plain English in the link you provided.
Just because you were ineligible this useful program is suddenly "STPC junk" that QR should stop marketing.
