There was never a 100ml limit for carry-on, however there is one for TSA and nothing has changed there. If you buy the wine bottles air-side then you can take them on the fight without issue (but NOT drink them in-flight!) - but if you're bringing them from land-side then you won't be able to get them through TSA.

SFO T2, T3 and International G are connected airside and you can walk between all 3 terminals without re-clearing security.
