If I had to guess, axing the PE cabin is the economically correct decision even if unpopular among a minority, unless a much smaller PE cabin is created.
I could fly PE SFO-TPE for less than a Y/B/M fare in the past. Looking at pricing these days, especially if travelers are being more cost-conscious, it's a lot harder to justify USD2000+ for PE.
