I think Palermo Hollywood or Soho would be a good location - lots of shops/bars/restaurants there, good transit access depending on where you are, and it's got character. San Telmo is one of those neighborhoods that's historic and touristy, but it's also somewhat run-down, and it does have a reputation as being potentially a bit rough. It's definitely not as upscale as Palermo or Recoleta.
Changing neighborhoods once or twice when in the city for 3-4 weeks can provide a different flavor for how things go in the morning, day and night in different neighborhoods. Even as taking a cab or the like or the subway is easy and cheap, it just ends up not being as likely for getting a daily local breakfast feel or a late night outing in the same neighborhood day after day.

I tend to stay in Puerto Madero, Recoleta, Palermo Chico, Palermo and Belgrano neighborhoods when in the capital. San Telmo is like a 20 minute walk from Puerto Madero, but I don’t stay there and thus rarely and reluctantly made it over in the mornings to San Telmo when it’s hot and humid but wanting to stick to walking. The first and last of those neighborhoods can be an incentive to shift for some change of feel at times when around a long time or too much.
