Yes, that is correct.
When my wife and I had conditional approval pending interview on our initial applications, we were able to go to the CBP GE officer for an interview on arrival at LAX after we had gone thru the long standard customs immigration line.
Interview appointments at that time (2018) were many months in the future so we had an opportunity to interview upon arrival when we got back home.
Less than 5 minutes being asked about our travel history and we were approved as soon as we left the airport.
Now that we have our GE, the renewal has been effortless, except for the $100 charges.
Mine was renewed within 72 hours past month.
Luckily our credit cards pay for the $100 charges....
