I also do not find any option to scan a QR code to configure an authenticator app. I received a response back from my query to login.gov which basically said I would have to delete my account and start over. If I choose "Add authenticator app" I am prompted to add another app if I wish to do so. I'd suggest deleting your account or looking into properly migrating your Google Authenticator stuff from an old device.
