I understand that it's possible for the mobile networks to be flexible about the home area, so if you live on the edge of an area and need coverage on both, or live in one and commute to work in another, these are possible combinations. I would imagine that there are home packages for the greater Shanghai area, Beijing and Tianjin combined, etc.
