GE members with conditionally-approved renewal applications can use the GE kiosks.
Conditionally-approved initial GE applicants can’t use the GE kiosks, but sometimes such conditionally-approved applicants are sent down the GE kiosk lines to be processed for enrollment on arrival by CBP employees handling both some/most/all GE kiosk users and conditionally-approved applicants. Not unique to LAX at times.
