I believe that agents have some latitude, but the auto rebooking tool will not let you do NYC for DCA. (My partner actually asked for this change a few weeks ago and the farthest the agent would give him instead of DCA was ABE.) The OP certainly could have called and asked though!
Policy for travel agents is generally more restricted than for DL agents.

As far as your partner, DL agents often give different answers.
