They already do that at times, and then the TSA wants to see the Clear users’ ID at the PSC. And they already sometimes let people wait in the Clear w/PreCheck line or the Clear line while letting non-Clear travelers to clear first. TSA doing both of those things hasn’t shut down Clear, nor does that constitute the TSA shutting down Clear.
While DHS/TSA could pull the identity and document verification authorizations granted to Clear and lead to Clear being nothing more at US airports than an operator of a short-cut to TSA screening/TDC subscription service, that would be DHS partially undermining Clear’s selling point to travelers without being able to order Clear shut down across all US airports.
