on a recent ADL-DOH (J) flight the ADL agents made me lighten my luggage below 15kg.. they gave me another bag (cloth qatar bag) to put items from my hand luggage into, a few heavy items later i was allowed to check-in. and shortly after i placed all my items back into my original hand luggage totally pointless exercise really..
