I don't think the peak travel surcharge applies to all of the student passes. Had one for my son (Atlantic Pass) going to Dalhousie to travel between Halifax and Toronto and there was no peak charge. I just looked at the T&C's for this same pass to buy again, and I don't find this listed.

We found it to be a great value as we could book last minute, and do changes with no penalty.
