If Clear wasn’t inspired by the Dutch/AMS, it wouldn’t surprised me if Clear was inspired by highly corrupt/corrupting foreign countries elsewhere in the run up to its going operational at US airports.

I'm sure TSA could shut down CLEAR if they wanted to. But they have no reason to, because it doesn't affect them, and it generates revenue for the airport authorities.
TSA can’t really shut down Clear at airports. Clear’s an airport tenant/vendor, not a serf for the TSA.

When was the time that a US airport’s land-side US vendor/tenant of this size has been shut down by the TSA? Money talks in and from DC.

Clear is paying airports that want more money for the land-side space than the airlines were willing to pay for the arrangements in the same general area.

Sometimes they do, but not always. Some airports bundle priority screening facilities in without a separate (or any) charge for a separate line.
