Prior to the pandemic, I had issues using chip & signature CC at certain merchants & metro stations.....
I don't know about ATH specifically but theoretically contactless should be accepted by every European merchant that accepts cards by now. That should mean that at worst you'll need to tap a phone instead of a card to get past any country-specific limits.

Of course, if you already have a card that has a PIN backup, it won't hurt to pack it anyway. Just that I wouldn't necessarily recommend anyone go out of their way to get one in 2023 unless you have a use case that definitely requires it (i.e. a location that still isn't following card network rules).
