The rules (here page 3) only allow single bounds with maximum 4-hour layovers in Canada/US unless otherwise permitted, which as far as I'm aware refers only to those situations where the website/app offers you flights with longer layovers.

So if you search for flights from X to Y and they offer an eg. eight-hour layover, you can book it.
