From my experience, yes. Sizers with scales are liberally deployed at gates and check-in desks. Although that's not up to date experience, I would be surprised if it had changed.

​​​​​​Basically any LCC pulls punters in with headline attractive fares but then are good at extraction of additional service fees. Penalising customers who have overweight hand luggage is near the top of the list on the LCC playbook for generating more revenue.

So will you have the possibility of getting away with it. Yes. But will you pay dearly if they force you to gate check. Yes.
