I can now answer my own questions:

At OLCI the extra-legroom seats were still chargeable. I am OWS via QF and that status made no difference. Standard seats were however free to select, as expected.

So, I went ahead and booked an extra-legroom seat and was happy I did. There is definitely 6in/15cm more legroom so you don't feel cramped in.
