Bulkhead open up for selection at 96 hours before your flight. But you can only select them via livechat or phone call.
You can only select them online when check in open (which is 48 hours before your flight).
This came in handy for our upcoming flight at +96hrs seats appeared in the app as available (previously shows as X unavailable). Went on to live chat and they were able to reassign seats to 11D & 11F MEL to SIN. Then just had to wait a few hours before the SIN to LAX opened up to do the same for the next leg
