They're very different locations and very different styles of hotel. It's really a matter of personal preference.
Personally, I prefer the 7th and the less formal style of NB. But others will be happier in the 1st with a glitzier property and more formal service. The one area where NB is clearly behind is breakfast. It's not very good. By contrast, we loved the restaurant (Cleo) for dinner.
