As I dive further into this Sabre is the responsible party to the issues for all sides. Their 'future' Sabre 360 is diabolically bad, most agents have generally ignored it as it's so bad- it's been around for 4-5yrs. Had Sabre built a better product and had agents been using it for a number of years this change to NDC would have been a little background noise, but as that's not the case and agents are now forced into the graphical view it's a mess. I doubt the airlines likely understand that reality.
