Pre-pandemic there was a risk that WAW was going out of capacity, so they needed a complementary airport to support WAW while CPK is being built. WMI would be an obvious choice, but PPL (government run) only owns a share in it, other share belongs to local government (opposition) - they would not get into agreement on anything, so PPL since is blocking any investment/extensions on WMI. Government instead invested in RDO which was supposed to host low cost airlines and charters. Funnily enough no one wants to fly from RDO, so government has instructed LO to run some flights to/from RDO to prove it makes sense. So people flying from Paris to Warsaw Radom 3 times a week will land at RDO at 22:00 having no public transport back to Warsaw.
