Ellington is most generally a military installation. Although the city of Houston purchased the non-military portion to use as a third civil airport in 1984, it was formally renamed Ellington Airport in 2009 despite retaining its IATA code of EFD.
The military portion is known as Ellington Field Joint Reserve Base and Coast Guard Air Station Houston, but if we're sticking to "regular commercial passenger service" (even if in Ellington's case where it may be semi-regular), it has had the word "airport" in its name since 2009.
