I'm not comfortable filing an arbitration. I'm in Canada and Avis is US based, so that doesn't help me. Reading the fine prints of the T&C, I'm not quite understanding the process.

Their response to my request to be reviewed by manager was yes received, but no more response to date. I guess I'll write to higher up soon.
