It's been ~3 years since I opened my most recent bank account (Bank of China Shanghai; the people at the branch I went to were surprisingly chill), and there have probably been regulatory changes since then, but this "address verification" thing is Greek to me. I'm guessing that many banks are fine with foreign addresses and phone numbers...and, many are not.
Maybe some others can offer more useful guidance.
