So it looks like both (Alipay and Wechat Pay) services offer the same two "levels" then:
1) Tied to foreign credit card, no need for Chinese bank account, can use "some" services. Direct individual money transfers NOT allowed.
2) ID check verified and tied to Chinese bank account, all services available.

But with Alipay "Tour Card" it looks like you get a level 1.5, where all normal payment services should be available, except transfers from individuals.
That is my interpretation, but it remains to be seen once I am there.
