Took a couple of Air Canada operated flights and the free baggage allowance only showed up at online check-in 1 out of 3 times. All 3 flights were codeshares booked with United and the 25k status showed on the Air Canada boarding pass.

The check-in agents needed to manually add the free checked bags. Any ideas why OLCI would not automatically have the free bags some of the time?
