I think you need to check your passport/nationality. Some passport holder can apply for a stopover visa upon landing. If you really want to visit though, why not apply a visitor visa directly? It's an e-visa that's approved quickly.
That is true, however it is not part of the "free visa" program sponsored by Saudia and it's quite costly imho.
