Your cellphone if you're using a roaming data connection, then you're good to go, as your roaming data is always tunneled back to your home network. No VPN needed.

On the hotel WiFi, that will be subject to the usual local restrictions, can't access western sites that are blocked; Google, social media, etc. If you hit blocks and have plenty of roaming data then use your cellphone, and create a WiFi hotspot from your phone for any other devices.
