No. Delta eliminated cancel and change fees -- you are only subject to changes in underlying fare pricing. Just don't purchase Basic Economy

As noted by others just book a ticket that triggers the credit and then cancel it in a few days (so you are outside Delta's 24 hour free cancel window) and you'll get it back as an eCredit.

Also when I got my DL card back in the day (with a statement credit) you did not have to use the full statement credit, you just had to buy something from DL.com to trigger it -- you don't have to spend the full $100 (many people trigger the statement credit by booking an award ticket for the $5.60 fees and that will trigger the credit)
