As for small bags, I don't see why I should store my backpack under the seat in front of me, losing most of my leg space so that someone boarding in Group 9 can stash their 15kg+ suitcase above my head. Maybe selfish, but if I were flying economy with say Delta, whom I have zero status with, I wouldn't expect to be accommodated when I board near the end.
