I believe that you can apply for a visitor visa at any time, irrespective of whether you are eligible for an ESTA. And obviously you can explain that you are intending travel to Cuba. So I would suggest you apply now. A friend of mine was in the same situation, she did just this, and she said it was a quick and simple process and she now has a 10 year visa.
