I'm scheduled to arrive into T7 at 11am on an international flight, departing on DL domestic flight at 3pm (with bag drop closing one hour prior) on a separate (E class) ticket. I do not have any pre-clearance or the like and will not be travelling on a US passport.

The inbound flight has a good track record according to Flight Aware, with the latest arrival in the last couple weeks at 11.40am.
