You'll be hard-pressed to reasonably do both Gib and Tangier. I'd suggest doing Gib.
I've driven across and found parking in Gib without issues, but it may be wise to park in La Línea, walk across, and take taxis everywhere. Gib is hilly but super walkable, which I'd recommend.
