TourCard is still having issues despite supposedly coming on line April 22nd.

You can still bind a foreign credit card to Alipay directly and it works with a fairly decent % of vendors (in Shanghai at least - but it gets harder by the day it seems). If you are here on business you can maybe work with a local colleague to have him top your balance up a few hundred extra RMB to cover where the credit card can't. Cash usually still works at convenience stores, grocery stores, etc...
