Was this a recent addition to "benefits" of being a Cathay member? I have not read much talk about this benefit. But, it seems quite limited in scope...only applies to tickets issued in Hong Kong, Singapore, and the U.K.
Minor, though very important, detail: It's about flights ORIGINATING from those locations, not the ticket issue location:
