Yes, I talked with a couple of PA, all told me the same: free visa is allowed only on conventional round trip flights and only when there is availability. This means that if the website does not prompt you the possibility to have one there is not way to do it. So even if you do aaa-jed then jed-aaa in the "multi-city" section of the website there is no way to get the visa. Very badly planned and rolled out imho.
