The GUF can book you into the higher cabin regardless of any reward availability in either cabin and regardless of any availability in the lower cabin. You only need discounted (A,I) revenue inventory for the higher cabin. That worked for me as of today, booking with avios+241+GUF.

Yes, this is precisely how it works. As an example, I recently booked LHR - LAS in Club using a GUF2. There was no Avios availability in Club, but there was I class - so that is what got used. I paid the appropriate amount of Avios for WT+ and the GUF2 was used to book into Club World. Obviously the TFCs were based on the higher cabin. It took a while as originally the agent I was speaking with was having some trouble securing the seats using the I class revenue inventory but she persisted and we got there in the end. I could see on EF that availability went from I3 to I1 as she secured the seats.
