Strictly speaking no hand luggage in excess of 8 kg. In practice the rule is difficult to enforce, i.e. you may not be caught if your carry-on is more than 8 kg. Not all carry-ons are weight measured at check-in (and rarely at the gate) but they might ask you at the check-in counters. If in excess of 8 kg you will be asked to move items to your checked luggage to get below 8 kg, or it will be put in the hold as checked luggage (and you may be charged for this if this is your 2nd checked bag).

Usually 1 small item/purse/handbag/small backback (that is able to fit below the seat in front of you) + a carry-on/trolley is allowed (when you are on a fare which allows carry-on).

Idn about the reserved overhead bin. Most likely it just means that you are guaranteed overhead bin space for your hand luggage. On some (full) flights crew may have to ask some pax to accept that their hand luggage is put in the hold despite correct measurement and weight if there no more space in the overhead bins.
